Is Breeze Licensed and Regulated in Nigeria?

Breeze is a Seamless Technologies product. Breeze itself is a technology platform and not a bank. Regulated financial activity on Breeze (disbursements, wallets, loans such as Salary Advance, Flexi Loans, Maxi Loans, and Earned Wage Access) is carried out in conjunction with licensed financial institution partners, who hold the actual Central Bank of Nigeria (CBN) licenses. This is the standard "embedded finance" structure: SeamlessHR builds the workforce and payments experience; regulated partners hold the licences and carry the regulatory obligations for money movement and lending.

  • SeamlessHR's own Employee Benefits materials state plainly that these solutions are offered "in conjunction with partners".confirming Breeze is not itself the licensed lender or deposit-taker.
  • The Breeze mobile app's public store listing states the product is "Regulated by the Central Bank of Nigeria (CBN)," reflecting that lending activity on the platform sits within CBN's regulatory perimeter through the licensed partner(s) originating the loans.
  • Loan products (Flexi Loan, Maxi Loan, Salary Advance) carry disclosed pricing, management fees, and credit insurance consistent with CBN-style consumer lending disclosure norms (flat monthly interest, upfront fee disclosure, APR disclosure) see the Credit Product Information table in the Employee Benefits brochure.
  • Employee data collected for Breeze/EWA services is processed under the Nigeria Data Protection Regulation (NDPR)/Nigeria Data Protection Act framework, as is standard for any Nigerian fintech-adjacent service handling BVN and salary data.

  1. Breeze is SeamlessHR's embedded finance layer inside the HRMS/payroll product — it lets employers pay salaries, remit pensions, and gives employees access to a benefits (Salary Advance, EWA, Flexi/Maxi Loans).
  2. The regulated activity (holding funds in a wallet, disbursing loans, charging interest/fees) is carried out through Breeze's licensed financial partners, not by SeamlessHR as an unlicensed entity acting alone. This is the same model used by most Nigerian embedded finance/HR-tech products.
